Similarly, Resolute Mining’s CEO, Terry Holohan, was detained for a week before the company agreed to pay $160 million and comply with Mali’s new mining code. Barrick’s Loulo-Gounkoto mine, the company’s largest gold operation outside of Nevada, has been at the center of these disputes. In January 2025, Barrick temporarily halted operations, with Bristow acknowledging progress in negotiations but expressing frustration at the pace of discussions.

While Mahama’s reforms aim to curb illegal mining practices, they may also lead to a temporary decline in gold output from a country that produced four million ounces in 2023.
